Protecting Students and Teachers from PCBs in Public Schools

WHEREAS Polychlorinated Biphenyls (PCBs) are known to cause cancer and other deadly diseases, impede normal brain and body development, harm intelligence by causing ADHD, lower IQ and other developmental issues; and the presence of PCBs in schools causes grave concern among parents, teachers and students; and

WHEREAS in 1976, PCBs were banned by Congress in the Toxic Substance Control Act (TSCA) because of their danger to human health, yet they remain in many Los Angeles County schools and in up to 25,000 schools
nationwide putting children and teachers at risk; and

WHEREAS the California Constitution includes a “Right to Safe Schools” and the 2016 California Democratic Platform states “To help children and young adults reach their full potential, California Democrats will … Actively identify and remove toxic chemicals, particularly PCBs which have been banned by Congress, from California’s schools to protect all children and provide them a healthy learning environment”;

THEREFORE BE IT RESOLVED that the California Democratic Party reaffirms our Party Platform and Federal Law by calling upon all California school districts to protect the health of all students and teachers from exposure to dangerous levels of PCBs; we recommend testing of schools where the presence of PCBs are suspected and, where unsafe levels of PCBs are found we ask that these schools follow current best practices for containment of PCBs until they can be safely removed; if serious exposure risks are not addressed, we call upon the EPA to use its full power of enforcement to protect our students and teachers; and

BE IT FURTHER RESOLVED that this resolution be communicated to the State Superintendent of Public Instruction Tom Torlakson and the California School Boards Association.
