Diversity and Transparency in Hiring and Posting of Hiring Practices

WHEREAS Latinos, Asians, Native Americans and African Americans are often under-represented in state and federal employment as well as in public contracting firms and this is even more true when senior level jobs are considered as, for instance, Latinos make up 40% of California’s population but only 24% of the state’s employee workforce and in the federal workforce they make up 7.3% of the federal workforce but only 3.4% of federal senior pay-level jobs; and

WHEREAS one factor to ensure greater diversity in hiring practices is to ensure diversity in hiring panels yet much anecdotal evidence exists showing a lack of diversity in many hiring panels; and

WHEREAS California public hiring statistics are kept but they are not readily available to the public, and transparency and equal employment opportunity would be served by wider availability of these statistics; now

THEREFORE BE IT RESOLVED that the California Democratic Party urges that annual workforce hiring and promotion statistics of California public agencies and public contractors be posted at every public agency website and that every effort should be made to assure that hiring and promotion panels at all levels be diverse with representation where possible from the Latino, Asian, Native American and African American communities; and

BE IT FURTHER RESOLVED that this resolution be circulated to Democratic members of the California Legislature.
