Support U.S. and California Renewable Energy Plans and State Moratorium on New Nuclear Plants

WHEREAS, California’s leadership in reduction of global warming and greenhouse gases, and transition to clean, safe, free fueled renewables began with the enactment of a law passed in 1976 (upheld by the U.S. Supreme Court) which prohibited the construction of any new nuclear power plants in California until the federal government had approved and there existed demonstrated technology for the permanent disposal of spent fuel from nuclear energy reactors and which has not been resolved to-date even after $100 billion in government research funding, as highly radioactive lethal waste continues to be stored on-site at the coastal nuclear power plants at San Onofre and Diablo Canyon (both located in active earthquake fault zones); and

WHEREAS, California is a leader in the efforts to reduce global warming and greenhouse gas emissions as a result of its California Energy Action Plan of 2003 (reaffirmed in 2005 and 2008) which mandates the transition from fossil fuels and nuclear to cleaner, safer and cheaper energy efficiency and renewable energy programs;

THEREFORE BE IT RESOLVED, the California Democratic Party continues to support the current 1976 law prohibiting the construction of any new nuclear power plants in California, until the federal government had approved and there existed demonstrated technology for the permanent disposal of spent fuel from nuclear energy reactors; and

BE IT FURTHER RESOLVED, that the California Democratic Party communicate to Democratic legislators its support of President Obama’s renewable energy plan and its reaffirmation of California’s lead to make the quick, efficient and responsible transition from fossil fuel to energy-efficient, renewable energy programs including wind, solar, geo-thermal, and others.
