The Commission on the 21st Century Economy (COTCE) has recommended ways to overhaul California’s tax system so the state’s sources of revenue are less volatile.
 
Clearly, California’s tax system needs reform. But the Commission’s recommendations — eliminating the state’s sales tax and corporate income tax, flattening the top brackets of the personal income tax and launching an unknown, untested new tax on business net receipts — would take California in the wrong direction. They would create a tax system that would benefit the super-rich at the expense of poor and middle-class Californians.

I urge the Legislature to reject the Commission’s recommendations, which would tax groceries to offset tax cuts for millionaires, and instead work toward real tax reform.
